The European Chips Act takes center stage as the global chip shortage eases up. Furthermore, demand for consumer products like smartphones has dropped. Chip sales have also slowed due to increased inflation. However, are we fully out of the woods yet?
Remaining cracks in the chip ecosystem must be addressed. This strategy will reinforce the EU’s semiconductor market and protect it against future challenges. Fortunately, that is where this new initiative comes in.
So, what is the purpose of this legislation? Furthermore, how will it impact electronics manufacturing moving forward?
Understanding the European Chips Act
Recent shortages of semiconductors highlighted Europe’s dependency on a limited number of overseas suppliers. In particular, companies rely on Taiwan and Southeast Asia for manufacturing. Meanwhile, the United States dominates chip design.
In response, European leaders agreed on major legislation. Specifically, the European Chips Act aims to double the EU’s global market share in semiconductors from 10% to 20% by 2030. Consequently, this strengthens manufacturing activities within the Union. Moreover, it stimulates European design and supports innovation across the value chain.
Overall, the European Chips Act represents a €43 billion (£37.05 billion) package of investments built on three key pillars.
1. The Chips for Europe Initiative
The Chips for Europe Initiative builds directly on the EU’s research capabilities. Thus, it enables the development of cutting-edge semiconductor technologies to reinforce European leadership in technology.
Furthermore, this initiative supports workforce upskilling. It also includes a Chips Fund to finance EU semiconductor start-ups, helping them progress innovations and attract investors. Under InvestEU, small-to-medium enterprises will gain better market access.
A total of €3.3 billion (£2.84 billion) supports this initiative. Therefore, funding will evolve pilot production lines, a cloud-based design platform, and specialized competence centres.
2. Investments in manufacturing facilities
The second pillar incentivises investments in manufacturing facilities for chipmakers and their suppliers. Consequently, this boosts overall public and private funding across the industry.
Additionally, it creates a framework for ‘first-of-a-kind’ integrated production facilities. These facilities will manufacture semiconductor equipment and key components within the Union. Furthermore, Open EU foundries will dedicate production capacity to make chips specifically in the EU’s interest.
3. A coordination mechanism with Member States
In its third pillar, the Commission establishes a coordination mechanism to strengthen collaboration across Member States. This system monitors semiconductor supply and estimates demand. Furthermore, it anticipates shortages and can trigger a formal crisis stage when necessary.
Future impact on the electronics industry
Although the EU has a large market for devices, it holds only 10% of global semiconductor manufacturing. However, the European Chips Act aims to change this situation.
Discussions between key stakeholders defined the initial components of the initiative. These include pilot lines, quantum chip capabilities, and competence centres. Meanwhile, companies can now apply for ‘first-of-a-kind’ facility labels.
Consequently, businesses with an integrated production facility (IPF) or open EU foundry (OEF) label receive significant benefits. For example, they gain fast-tracked permit procedures and priority access to pilot lines.
As an adaptive manufacturer, EC Electronics welcomes these exciting developments. Access to advanced capabilities helps European industry participate directly in system design.
Furthermore, semiconductor fabrication plants producing leading-edge chips in Europe create evolving opportunities. These range from advanced artificial intelligence applications to autonomous vehicles.
